Bonds within an ISA

I understand that bonds cannot be purchased in an ISA envelope if they have less than five years to maturity.

I also understand that bonds cannot be sold from within an ISA but have to be transferred out to a non-ISA account before sale.

I don’t really understand the reasoning behind these rules but that is by the bye.

If I were to purchase an ETF for 0-5 year gilts would I be effectively overcoming the first rule with the option of later selling from within the ISA?
